Maui's New Water Rates Just Kicked In — Here's What It Actually Means for Your Monthly Budget If you're pricing out what it costs to own a home or condo on Maui, you're probably already adding up mortgage payments, property taxes, HOA dues, and insurance.
Maui Water Rates Changed for 2026–2027: What Homeowners and Buyers Need to Know
Quick Answer: Maui County's new water rates took effect July 1, 2026. Most typical residential customers are expected to see only a modest increase in their monthly bills, but higher-volume users can pay substantially more. The amount you pay also depends on whether the property is a single-family home, a multi-family property on a shared meter, a hotel/resort-classified property, or an agricultural property.
If you're trying to calculate the true cost of owning a home or condo on Maui, you're probably already adding up the mortgage payment, property taxes, insurance, and HOA dues.
There's another expense that's easy to overlook: water.
Maui County's Department of Water Supply introduced its fiscal year 2027 water rates on July 1, 2026. For the average homeowner, the increase shouldn't dramatically change the monthly budget. But for properties with large yards, heavy irrigation, multiple dwellings, or significant water consumption, the difference can become much more noticeable.
And like many costs associated with owning Maui real estate, the property's classification matters.
What Changed With Maui Water Rates in 2026?
For fiscal year 2027, Maui County increased the monthly service charge for water meters and adjusted several usage rates.
A standard 5/8-inch residential water meter now carries a monthly service charge of:
$30.25 per month
That's before adding the actual water you use.
For comparison, the previous charge was $28.81, making the increase approximately 5%.
The County has said most typical residential customers should see only about a 1–2% increase in their overall monthly water bill.
The larger increases are aimed primarily at heavier water users.
That distinction is important because Maui's single-family water rates are tiered: the more water a household uses, the higher the rate becomes.
Maui Single-Family Water Rates for 2026–2027
Single-family homes and accessory dwellings served by their own water meter use the following rate structure:

These charges are in addition to the monthly meter service fee.
For a typical residential household using relatively modest amounts of water, the overall change may be small.
But look at what happens once usage gets above 35,000 gallons.
The cost per 1,000 gallons jumps significantly.
That makes water usage particularly important when evaluating properties with:
- Large landscaped lots
- Extensive irrigation
- Swimming pools
- Multiple gardens
- Large lawns
- Multiple dwellings
- Significant outdoor water use

Why This Matters More for Upcountry Maui Homes
Water usage can become particularly important when you're looking at larger Upcountry properties in places such as Kula, Makawao, Pukalani, and Haiku.
A home itself might not use an unusual amount of water.
The land can.
Acreage, orchards, landscaping, gardens, horses, agricultural activity, and irrigation can push usage dramatically above what you'd expect from simply looking at the size of the house.
Once a property's monthly water use gets into the higher tiers, the bill can increase quickly.
So if you're considering a larger Upcountry property, don't estimate water costs based on the number of bedrooms.
Ask to see the actual water usage history.
Ideally, I'd want to see roughly 12 months so you can understand both the average and the dry-season peaks.

How Are Maui Condos Charged for Water?
This works differently in many condominium properties.
Maui County's multi-family rate applies when one water meter serves three or more dwelling units.
The FY2027 rate is:
$5.09 per 1,000 gallons
Unlike single-family residential water, this is a flat usage rate rather than a five-tier structure.
But here's the important part for condo buyers:
You may not personally receive a County water bill at all.
Many Maui condominium associations have a master meter and include water expenses within the monthly AOAO or HOA budget.
That means your actual cost may effectively be buried inside your maintenance fee.
This is why simply comparing HOA fees between two Maui condos can be misleading.
One association's $1,200 monthly HOA fee might include water, sewer, cable, internet, landscaping, building insurance, and multiple amenities, while another property's lower HOA fee might cover considerably less.

What About Hotel and Resort Properties?
Maui County's FY2027 water rate for hotel and resort properties is substantially higher:
$17.69 per 1,000 gallons
This is more than three times the multi-family rate.
There is an important distinction here, however.
The County states that this rate applies to properties classified as hotel and resort for real property tax purposes.
That does not mean every individually owned Maui condo that can legally operate as a vacation rental automatically receives a hotel/resort water bill.
The building's meter arrangement and applicable classification matter.
For buyers evaluating a resort or vacation-rental property, this is another reason to verify actual operating costs rather than relying on assumptions.
Ask:
- Is water included in the HOA dues?
- Is the unit individually metered?
- Is the building served by a master meter?
- What rate classification applies?
- What have the association's actual water expenses been?
These questions become even more important for an investment property because utility costs ultimately affect net operating income.

What Are Maui's Agricultural Water Rates?
Agricultural water is handled differently.
For an agricultural dwelling, FY2027 rates are:

Non-dwelling agricultural consumers are charged:

These lower agricultural rates reflect a very different rate structure from residential high-volume water consumption.
However, owning agricultural-zoned land does not necessarily mean every buyer or every use automatically qualifies for a particular agricultural water arrangement.
Property-specific water service should always be verified.
Water Shortages Can Make High Usage More Expensive
There's another piece of the FY2027 schedule Maui homeowners should understand.
Maui County also publishes separate water shortage rates that can apply during declared Stage 1, Stage 2, or Stage 3 shortages.
For normal residential usage, the difference may remain relatively limited.
For very high consumption, it can become significant.
For example, the standard single-family rate above 50,000 gallons is $19.80 per 1,000 gallons.
Under a Stage 3 water shortage, the published rate for that same tier rises to:
$44.55 per 1,000 gallons.
That doesn't mean every Maui homeowner is going to pay $44.55.
It means buyers considering water-intensive properties should understand that extreme usage carries considerably more financial exposure during shortage conditions.
For a smaller Kihei home, this may barely matter.
For a heavily landscaped acreage property, it deserves consideration.
Why Maui Raised Water Rates
According to Maui County officials, the rate adjustments are intended to address both operating expenses and infrastructure needs.
The Department of Water Supply projected that the increases would help avoid an approximately $2.6 million operating deficit while supporting about $30 million per year in infrastructure improvements.
That includes priorities such as:
- Replacing aging water lines
- Developing new water sources
- Maintaining the existing distribution system
- Improving reliability
- Funding long-term infrastructure needs
For homeowners, nobody likes paying higher utility rates.
But Maui's water infrastructure is also an essential part of the island's housing system, and maintaining and expanding that infrastructure requires significant investment.
Water Isn't the Only Maui Ownership Cost Changing
This is where the bigger picture becomes more important.
A modest increase in the water bill isn't likely to determine whether you buy a property.
But water isn't increasing in isolation.
Maui buyers in 2026 are also navigating:
- Property tax changes
- Rising condominium insurance costs
- HOA increases
- Special assessments at some condominium associations
- Changing condo financing requirements
- Higher maintenance and repair costs
- Different carrying costs for short-term rentals, second homes, and primary residences
Individually, some of these expenses don't look dramatic.
Stack them together, and the difference between your estimated monthly cost and your actual cost can become meaningful.

What Should Maui Buyers Ask Before Making an Offer?
Water is one of those expenses that's usually easy to investigate if you remember to ask.
For a single-family property, I recommend requesting:
- Recent water bills
- Approximately 12 months of usage if available
- Irrigation information
- Meter size
- Whether additional dwellings share the meter
- Pool and landscaping water requirements
- Any known leaks or unusually high consumption
For a condo, find out:
- Whether water is included in the HOA fee
- Whether units are individually metered
- What utilities the HOA actually includes
- Whether there have been significant utility-cost increases
- Whether future HOA increases are anticipated
These are exactly the kinds of details that need to be evaluated alongside price, location, zoning, condition, insurance, and financing.
